The Federation Council has decided that the ability of a culture to achieve FTL travel is no longer to be the primary criterion that permits First Contact.

What would you deem appropriate to replace it with?

I like the idea of combining the two. Sending messages into space asking if anyone is out there shows an interest in meeting other races, and having a space program shows at least a basic understanding of space travel.
