CONTEXT

The USS Armstrong will shortly be deployed on a diplomatic mission to Yahdi space, to aid in the investiture of a religious leader, the Kajj. As the mission is to include a “symbolic attack” on the person of the Kajj, and thus on the Armstrong, a current threat analysis has been ordered by CDR Soulstar, Commanding Officer.

ANALYSIS

The Yahdi currently possess a small number of low-warp-capable spacecraft, no fewer than two and estimated to be no more than six. They are not indigenously produced: all are apparently vessels previously in service to the Treman. The vessels are not armed, beyond standard hazard-clearance tools. Their specifications are known (see Attachment I, Former Treman Vessels, Blueprints and Specifications), and pose no threat to the Armstrong or its passengers and crew.

We believe that the vessels were acquired by the central government on Yahdi Prime from TRENG, the Treman Navigators Guild, an organization known to supply ships and crews to the Treman royal family for actions prohibited by Federation law (see, e.g., Title II, Chapter 17, Section 3 et. seq. “Piracy”).

This acquisition of ships apparently has coincided with a cultural and scientific-technical renaissance on Jin Prime (See Attachments IIa through IIg, Xenology Reports dated 220100-220417).

Not addressed in these reports, and of concern to SI, is the effect of this renaissance on relations with Yinjin, the L-class colony world of Jin Prime. The Yinjin colonists espouse a religion based on militarism and hardship: the colony has long been a “safety valve” for potentially disruptive elements from the homeworld.

However, recently there have been communications between TRENG and persons unknown on Yinjin, distinct from those between TRENG and the homeworld government. As the Kajj is the senior religious figure on Yinjin, these communications raise numerous unanswered questions, and may affect relations between Jin Prime and Yinjin, that the investiture ceremony is intended to cement. There is no indication that these raise Intelligence or Security issues, but should be flagged for senior officers and diplomatic personnel.

KEY QUESTIONS
• Top Priority: What was provided or promised to TRENG in return for the vessels delivered to authorities on the homeworld?
• Secondary Priority: What was the subject matter of communications between residents of Yinjin and the Treman?
• Low priority:
o Did cultural changes lead to efforts to contact other local interstellar powers, or was first contact initiated by the Treman?
o To what extent has contact with the Treman – and the Federation – disrupted cultural systems, particularly involving the relationship between Jin Prime and Yinjin?
o What political/cultural factions are currently vying for power on both worlds, and what are their attitudes towards the Treman and the Federation?
o Related, what do various factions see the Yahdi role in the galaxy as being?

RECOMMENDATIONS

INTELLIGENCE DOES NOT RECOMMEND any increase in threat level with respect to the mission to the Yahdi. Xenology and Diplomacy should have primacy, per standard early-contact protocols.

However, the Yahdi relationship with the Treman is a matter for further investigation by SI. While our sources of information on the Treman side are sufficient, there are currently no dedicated assets (HUMINT or SIGNINT) focused on the Yahdi, though of course we do have access to non-classified xenological data from Starfleet and civilian Federation sources.

This analyst recommends the following near- to medium-term measures:
• a dedicated SIGINT effort focused on Yahdi interstellar subspace and in-system EM communications, particularly originating from or terminating at the colony world, Yinjin.
• a multi-pronged HUMINT effort, primarily focused on the cultivation of well-placed sources on both worlds, but not to exclude the use of short-term deep cover agents.
These efforts can and should be undertaken at a low cost of resources, and at a low-medium priority, given the current threat analysis in effect with respect to the Treman, but should not be neglected.

CONTEXT

On Stardate 220813 the USS Armstrong was attacked by a Yadhi craft with state of the art weaponry while on a diplomatic mission requested by the Yahdi authorities. Apparently the craft to be used in a “symbolic attack” as part of a ritual of investiture of a religious leader, the Kajj, was taken over by persons unknown and armed with weaponry not known to be in possession of the Yahdi.

We are scheduled to turn the Kajj over to the religious/political establishment on Jin Prime, the Yadhi homeworld. The Kajj has been insistent that he will be safe, yet claims no knowledge pertinent to the attack.

ANALYSIS

We currently have little to no information on the political situation surrounding the Kajj and the Zsche political-religious community he leads. We also have little information on the current state of relations between the homeworld and its colony, Yinjin. Our lack of actionable intelligence is a critical problem, in light of the attack on the USS Armstrong.

Given the importance of the Kajj to social stability among the Yadhi, it is distinctly possible that another attack may be staged. An attack on Jin Prime, with familiar weapons and on familiar terrain, might stand a much higher chance of success than the group's first use of spaceborne weapons.

RECOMMENDATIONS

If diplomatically feasible, we should request in the strongest possible terms that we oversee the complete handoff of the Kajj and attend the investiture ceremony on Jin Prime, in sufficient diplomatic and security strength to deter further action against the Kajj. Aside from improving diplomatic relations, such a mission would also provide cover for intelligence gathering on the Yadhi homeworld.

Intelligence efforts should prioritize learning the source of the weaponry used against the USS Armstrong. Secondary goals should include general political-military intelligence for a comprehenseive intelligence assessment of the Yadhi and their relations with other powers.

CONTEXT

On Stardate 220819 CDR Soulstar assigned me to command an away team to Jin Prime, consisting of myself, Security Chief Dolfke Barbosa, and Chief Medical Officer Genny7 Markus. Our mission was to attend the investiture of the new Kajj, the Yadhi religious leader, and to gather intelligence relevant to the recent attack on the USS Armstrong.

During the ceremony, the Kajj was attacked by a ceremonial guard. Ms. Barbosa intercepted and stunned the attacker, who was then, as we later determined, killed by a poison dart. In the aftermath of the altercation, I was able to acquire the HUMINT described and analyzed below.

SOURCE

The source was identified as The Talis, Leader of the Yadhi Ceremonies. While initially and vocally critical of my attempts to gather information, after the death of the attacker, she spoke with me in whispered asides, apparently in an attempt not to be overheard by the Kajj.

Her motivation in speaking with me seemed to be to express concerns about the religious radicalism of the new Kajj.

Absent additional sources for verification, none of the following can be confirmed as fact, and is reported only as the statements of the subject in question.

INTELLIGENCE

The Talis identified the attacker as a member of the Ong Sect, apparently on the basis of her outburst on attacking the Kajj. She informed me that voice "The old Kajj was well loved by the Yadhi people. He was able to balance new ideas with traditional values. Our new Kajj has new ideas, and some fear how his plans will affect the Yadhi people.” She added that “It is said that the new Kajj is beholden to the Zsche [the dominant religious sect on Yinjin, the colony world] and does not concern himself with those not of the religious order"

She informed me that “We have a new ally, who has given us ships that will let us grow beyond the Jin system. I do not yet know if their values and goals align with ours."


ANALYSIS

Under Federation law and Starfleet regulations, the internal religious/political conflict among the Yadhi is not a matter for Starfleet involvement. Our concern properly extends to determining those responsible for the attack on the USS Armstrong, and incidentally the subsequent attack on the landing party who came to the defense of the Kajj as requested by legitimate civilian authority.

Correlating this report with data previously obtained (XREF file viewtopic.php?f=915&t=33808), it is likely that the new Kajj does represent religious extremists who have been dealing with third parties who have provided advanced technology to factions of the Yadhi.

However, how advanced starship weaponry has come into the hands of opponents of the Kajj is completely unknown.

RECOMMENDATIONS

CDR Soulstar has authorized me to negotiate for information with The Talis and to cultivate other sources among the Yadhi. Unless and until we achieve an intelligence breakthrough among the Yadhi, our remaining unexplored lead is with the Treman, whose ships the Yadhi have acquired. As we have established relations among the Treman, our next step should be to collect and analyze relevant HUMINT and SIGINT. Hopefully, information from the Treman and the Yadhi can then be cross-checked and verified.

Our mission to the Yadhi is now complete.


ANALYSIS

The Treman have a trade relationship with the J’Halidex, a high-priority threat. Purchases are suspected to include Warp Five capable ships and an exotic particle weapon previously used against the USS Armstrong (XREF Mission Log dated Stardate 220116), in a display of non-indigenous weapons technology paralleling the recent Yadhi incident.

The Treman have a cultural tradition of piracy, which has been the subject of Treman/Federation negotiations, and an obstacle to closer relations.

A non-governmental organization known as TreNG, the Treman Navigators Guild, has apparently taken over relations with weaker polities in the sector. It is unknown the extent to which TreNG is actually independent of the Treman central government, or is acting as a cutout for governmental interests.



RECOMMENDATIONS

Advanced weaponry associated with Treman or ex-Treman vessels has now been deployed against the USS Armstrong on two occasions. This deployment represents a priority threat which should be addressed with the Treman leadership at the earliest opportunity.

Intelligence recommends we proceed directly to the Treman homeworld, with the goals of learning the following:

  • What advanced weaponry they currently have and have access to
  • The nature of the relationship between the Treman civilian and military authorities and TRENG
  • What peoples and organizations in the sector the Treman have sold advanced technology to
  • Treman strategic goals

Optimal diplomatic outcomes should include:
  • Efforts by the Treman government to hold TreNG accountable for its actions
  • Inclusion of TreNG as a responsible party in any and all Federation/Treman agreements
  • An end to destabilizing technology transfers. Closer Federation relations, or access to legally transferable Federation technology might be offered in compensation
  • An end to, or at least thorough intelligence about, Treman/J'Halidex relations

CONTEXT

On Stardate 220809, The USS Armstrong was attacked by a Yadhi craft with state of the art weaponry while on a diplomatic mission requested by the Yadhi authorities (XREF LT Ellemir Maven mission log dated Stardate 220815). The starship was identified as a former Treman vessel, while the source of the weapon used remains unknown.

Subsequently, Intel/USS Armstrong was tasked with intelligence gathering on Yinjin, the colony world of the Yadhi, home to their religious leader, the Kajj, and a religious faction, the Zsche, suspected of extremist actions and political destabilization by sources within the leadership on Jin Prime.

Intel has cultivated HUMINT sources on Yinjin (see Appendix I, classified Need to Know/Eyes Only).

SYNOPSIS

Multiple independent sources report that the Zsche, not the Yadhi government, have purchased Warp 2 ships from the TRENG (Treman Navigators Guild). These ships are currently assembling and training at an undisclosed location in the sector, in preparation for a religious crusade.

According to these sources, both apparent attacks on the Kajj were false-flag attempts to gather information on Starfleet capabilities and doctrine, and to establish the Kajj as an opponent, not a leader, of the religious radicals. Zsche analysis has concluded that Starfleet shields are vulnerable to advanced-weapon attack, its ships do not possess offensive capabilities, and they run from conflict. This assessment has encouraged an advancement of the timetable for the Zsche jihad.

CONTEXT

On Stardate 220905 the USS Armstrong seized a Treman vessel accompanying a Zsche marauder flotilla (XREF LT Ellemir Maven mission log dated Stardate 220905). Investigations by an Armstrong away team on Stardate 2209016 generated substantial DOCEX and TECHINT.

This report describes and analyzes three categories of evidence:
1. Physical investigation and scans of cargo by ENS Kwandrii, along with data analyses performed by Chief Science Officer Roffo and Cadet Dingus, and
2. Electronic documents obtained by ENS T’Mari.
3. Antipersonnel bioweapon analyzed by Chief Medical Officer Markus.

DESCRIPTION

Item 1a: Dilithium Cargo

The vessel’s cargo hold contained 13,450kg of refined dilithium (one 3 cubic meter container, container weight 250kg). The crystal was 63% Di-315, 37% Di-317 by volume. This represents a uniquely high concentration of the rare Di-317 isotope. According to the preliminary report by ENS Kwandrii and final Science Branch report by CDR Roffo (APPENDIX 1a, 1b below), the unique isotope composition means that the refined crystal can be traced back to individual source veins on its planet of origin, and that ships using the crystal will have a unique and traceable neutron signature when traveling at warp.

Item 1b: Three Crates of Weapons Components

The cargo hold also contained three crates of approximately 2.25 cubic meters each. On examination, the crates contained a range of technological components. Analysis by Cadet Dingus, confirmed by LT Maven, found them to be identical to those of the JHalidex ground-to-space energy cannon discovered on Zanduk Prime by the Armstrong crew on Stardate 211031 (XREF ENS Maven Intelligence Briefing dated Stardate 211121).

Item 2: Seized Data From Ship Computers

14.2 megaquads of data were decrypted and transmitted from ship computers by ENS T’Mari.

The DOCEX process is still underway. All Captured Data (CD) has been categorized, inventoried, and logged (APPENDIX 2, CD Log Treman220916), and screening is complete. Full CD analysis, involving Xenology, Medical, and Engineering specialist teams, is likely to take weeks. Preliminary analysis of data in Priority Alpha category is complete.

Item 3: Antipersonnel Bioweapon

The weapon in question was beamed into space and destroyed by the away team, after Dr. Markus transported a sample of the active agent into secure containment in a biomedical lab. Unfortunately, no Security analysis of the delivery mechanism was undertaken. Dr. Markus’s report is appended hereto (APPENDIX 3, CMO Report TremanBioAgent220916). Her conclusion is that the agent is within Treman biotechnological capabilities, but that there is no current evidence for an origin.

ANALYSIS AND CONCLUSIONS

Item 1a: Dilithium Cargo

Intelligence notes limitations on the traceability of warp signatures from ships using crystals from the source of the captured materials. A properly attuned cloaking device would be able to compensate for the higher levels of neutrino emission, and any trail could be obscured by passage through a high-neutron phenomenon, such as the accretion disk of a neutron star, or nebulae within range of cosmic ray emitters such supernova remnants.

Nonetheless, it should be possible to confirm that the crystals came from the secret mine on the planet where the Zsche flotilla had assembled. It should also be possible to follow neutron trails from the planet, allowing us to trace cargo vessels or ships employing dilithium from the planetary source. Such tracing could indicate the extent of mine production, the extent of Treman trade, and potentially identify third-party vessels which may have traded weapons for the crystals.

Item 1b: Three Crates of Weapons Components

Analysis conclusively confirms that the JHalidex are the producers of the seized weapons. It may be inferred, though by no means proven, that the ship-to-ship weaponry in the possession of the Treman and Zsche is also of JHalidex origin.

Additionally, the seized technology confirms analyses undertaken on Zanduk Prime, that planetary-defense versions of this weaponry are significantly more powerful than current Starfleet technology, at a remarkably low energy-expenditure cost.

Ship-to-ship variants, by comparison, are comparable to short range energy cannon technology common in the Alpha and Beta Quadrants. Countermeasures can readily be developed.

The efficacy of ship-to-ground variants, of course, would depend on the state of ground defenses: they would present little threat to shielded sites, but would be devastating against unshielded targets. As the Zsche are suspected of intent to conquer local near-warp civilizations, they could pose an existential threat to their targets.

Item 2: Seized Data From Ship Computers

Preliminary analysis of Priority Alpha data (Items 2 Alpha (c) through 2 Alpha (r), inclusive) documents the following:

1. Terms of trade between TRENG (the Treman Navigators Guild) and named Yadhi individuals identified as members of the Zsche sect, by which five Warp Two vessels were purchased for 25,000kg of refined dilithium. The TRENG signatory is also identified as the captain of the seized vessel.

2. Terms of trade, as above, for purchase of ground-to-space energy cannons, and service contracts for modification, retrofitting, and maintenance as ship-to-ground weapons.

3. Captain’s Logs documenting a rendezvous and trade with the supplier of the energy cannons, referred to only as “the [pejorative and biologically unlikely term] ghouls.”

Intelligence notes that the term “ghouls” has been documented as used by multiple Gamma Quadrant species as synonymous with, or descriptive of, the JHalidex.

Intelligence notes that while the ship and weapon contracts are within galactic norms, the provisions of the service contract subject the purchasers to ongoing dependency on the TRENG to maintain their weapons in a usable state.

Information seized indicates a low level of responsibility and data access by the captain of the vessel: a cutout or routine trader rather than a policy maker. No information identified as yet names higher-ups within the TRENG or the Treman generally, nor specifically implicates the Kajj or other Yadhi authorities.


Item 3: Antipersonnel Bioweapon

A cursory inspection of the containment, delivery, and release mechanism was undertaken by the science team which discovered the weapon in a crew lounge. They identified a timer on the device, but not the means by which the countdown was begun. Analysis focused on the active agent, identified by Dr. Markus as a neurotoxin capable of rapid airborne dispersal and quickly fatal to most humanoid life.

Little data is available on the state of Treman biomedical science in general and biochemical weapons development in particular. Dr. Markus indicates that the neurotoxin is within the general capability of the Treman to develop, though its actual origin is currently unknown.

The device represents a routine threat for away teams investigating hostile territory, and is of negligible tactical or strategic concern.

RECOMMENDATIONS

1. The Armstrong should undertake thorough scans in local space for the unique dilithium isotope signature, with the primary goal of identifying and trailing any ships which might have supplied the seized or other weapons. As evidence suggests such a vessel would be JHalidex, maximum caution is recommended.

2. A sanitized report should be prepared for Treman Queen Kim to accompany delivery of the seized vessel. This report should detail the documented trade of Treman ships for dilithium and the role of Treman nationals in the trade of advanced weaponry.

3. Copies of Item 2, the seized data, in whole or in part, are available for disclosure to the Treman authorities, on Command discretion.

4. Command should consider upgrading SS Astraios and Astraios Colony planetary defenses with reverse-engineered versions of the seized energy cannons.

5. ENS Dingus’s report on the energy cannon technology (APPENDIX 3) should be forwarded to Branch Chiefs on SS Astraios immediately for countermeasure development.

6. As a low priority, Treman HUMINT efforts should be expanded to include open-source biomedical and biotechnological data collection. Military capacity assessment should include biochemical weapons development and use doctrine.

CONTEXT

On Stardate 220905 the USS Armstrong seized a Treman vessel accompanying a Zsche marauder flotilla (XREF LT Ellemir Maven mission log dated Stardate 220905 ).

SOURCES

Substantial document and technical intelligence seized from the Treman ship (XREF Intelligence Report Stardate 220917).

Additionally, the analysis below draws upon previous classified and unclassified reports and primary source material related to the Treman government, the former privateers now known as TreNG (the Treman Navigators Guild), and xenological data and analysis of the Treman species.

ANALYSIS

As a group which has operated on the margins of Treman law and society, the TreNG is prone to risk-taking. They have a noted tendency to prefer dramatic and decisive moves to caution.

However, they have been successful in ongoing deceptions, at the political, strategic, and tactical levels.
As privateers, surprise and bluster are their primary weapons: as their tactical goals in combat are to seize intact assets, they may threaten and display overwhelming force, but are unlikely to use it.

Pride and image are key elements of Treman culture: having lost a ship to what they would consider an inferior species – and a tediously fanatical element at that – they will be inclined to seek retribution against the Zsche, or the Yadhi more broadly.

However, their primary concern is likely to be the preservation of their own position in Treman society. As Treman Queen Kim has indicated displeasure with the organization’s covert actions (XREF LT Ellemir Maven Mission Log 220826) , their position is already precarious.

There is insufficient data to speculate about the exact nature of their moves. However, an attempt to prevent knowledge of the loss of their ship and the extent of their covert dealing is likely. This is unlikely to involve a direct strike against the USS Armstrong, but could well involve actions against any away team or diplomatic event.

Destruction or recapture of the Treman vessel seized from the Zsche is also likely.

RECOMMENDATIONS

A heightened state of alert for the prize crew on the Treman vessel and for any away teams is strongly recommended.

CONTEXT

On Stardate 221002 the USS Armstrong pursued and destroyed the surviving ship from a four-ship force which pursued the Armstrong and attacked the SS Astraios. (XREF Mission Log 221002 and Mission Log 220930, LT Maven reporting, and Appendix One below, Ensign Dagger reporting.

ANALYSIS

Little can be determined from the wreckage of the vessel, other than the use of standard materials and components in a vessel of Federation-comparable technological levels. We estimate an 97% likelihood that the wreckage, rescued weapon components, and previously encountered planetary defense cannons are of common cultural and technological origin.

All evidence points to these items being used by the “JHalidex,” or “wraiths,” as several species have labelled them.

Notable in the brief communications with the attacking vessels was their insistence that their mission was to punish the Federation for unspecified “crimes,” a claim put forward repeatedly. This implies some sort of criminal code and notion of justice with cross-species application. It also raises the question of the extent of their assertion of these claims to other species in the sector, which might create regional prejudice against the Federation.


RECOMMENDATIONS

HUMINT and ELINT assets sector-wide should be tasked with searching for mentions of the Federation as perpetrators of crimes, with specific attention to content and audience: local elites or mass populations.

Close coordination of threat analysis should be undertaken across SS Astraios Intelligence, Security, and Science teams.

APPENDIX ONE

Report of ENS Jedburgh Dagger
Stardate 220930
Size: 2 medium cruisers, 1 heavy cruiser
Activity: Attempting to intercept Federation vessel
Location: 4 AU outside of () Nebula

Time: Stardate 220930.1330

After engagement with USS Armstrong and defensive network of SS Astraios, the 2 medium cruisers were destroyed, while the heavy was damaged and moved off towards the nebula.
Observation 1: JHalidex ships proved to be more than capable in fighting Federation ships. The destroyed ships required both concentrated fire from the Armstrong and multiple quantum torpedo hits to be damaged. Suggest detailed analysis of sensor logs to find more precise aiming points or exploitable components of their defenses.

Observation 2: The medium cruisers moved into range of the station and remained in spite of taking heavy fire and even past the point of incapacitating damage. It is my opinion that this was not only an indicator of a behavior to not retreat but following an order to see just how much firepower the station possesses. This could prove to be a tactical issue in future engagements.

Observation 3: The JHalidex vessels did not heave to or eject lifepods when their ship was obviously stricken, or when given an opportunity to surrender. It would be prudent to assume they will fight to the death and will not be taken prisoner in future engagements.

Observation 4: The post-engagement evaluation of the station encounter showed that current shipboard phaser harmonics were less effective against the JHalidex shields than either the shipboard torpedoes or the station's defence net torpedoes. Recommend that shipboard phasers be retuned to negate this effect.

Station recovery teams are scouring the area of the engagement and are attempting to recover JHalidex ship wreckage in order to do a more complete analysis of the hull composition and potentially recover data storage components and biological specimens.

Observation 5: Still attempting to discern the motive for ongoing JHalidex arms sales to potentially hostile factions in-sector. Possible motives of profit, fostering instability for political gains, or garnering support for their own expansion are current best estimates.

Analysis of current sensor logs and elint data are continuing.
