TDRP2235: "The Hearing" (220917)

The USS Taylorholic Durant, referred to as the USS Durant, is named for the late Admiral Taylorholic Durant in honor of her contributions to UFS and for exemplifying what an excellent officer should be. We are honored to bear her name. The Durant is a Luna Class Science Vessel, assigned to explore and chart the unexplored areas of the Delta Quadrant. We are also on diplomatic assignments, as we are usually the first contact for many planets with warp technology. Our Science vessel converts into an impressive combat vessel when warranted.

We use Post Order/Para Roleplay (ParaRP), which means before our Roleplay begins the game master will list each roleplayer's name in the order they will make their posts. This guarantees each person adds to the creation of our fascinating stories. Para RP means our posts are paragraphs that can be short or long, emoting our thoughts and feelings along with dialog. SITREP:
There will be a hearing. Rear Admiral Cheryl Skinstad has returned to the USS Durant to sit as judge and hear the case of the alleged prime directive violations committed by Lt. Colonel Elsa Mitchell, Lt. Sandra Lacrima, Lt. Selina Otsuka and Ensign Carol Ellsworth. RADM Skinstad will listen, and decide if the officers violated the Prime Directive while in Sector 009D on the Class M Planet, now referred to as the Planet D9428 and as the Priki Planet.

The officers let the primitive Priki tribe see them and the crashed shuttle along with the rescue shuttle, there's also a phaser that was lost on the planet. The crew members had conversations with the Priki tribe and the Science officer, Ensign Carol Ellsworth, who has medical training, treated members of the tribe and showed them how to use more of the plants as medicine. She and Lt. Selina Otsuka may have helped the tribe to find a new home. So, through these actions the officers have violated the prime directive. Fleet Captain Evelyn Rieko ordered Lt. Col Elsa Mitchell and Lt. Sandra Lacrima to return to the planet to remove the damaged shuttlecraft, the phaser Ensign Ellsworth lost, and all traces of technology and that has been completed.

Another problem is Ahnee and other members of the Priki tribe have vowed to Carol that she will be remembered and worshiped always because she saved the tribe from extinction. And the story of the Strange Ones that came from the sky and Carol their savior will always be a part of the history of the Priki and painted on many cave walls now and through generations to come.

The Durant Commanding Officer, Fleet Captain Rieko has read their reports and decided to have a hearing concerning the violations of the Prime Directive. The Durant XO, Captain Hal Jordan will be the crew members' defense counselor. Fleet Captain Rieko will state the case against the violators based on their reports, and Captain Jordan will state the opposing stance, that the officers are not guilty of violating the prime directive and should not be punished for what happened on the planet. Rear Admiral Cheryl Skinstad will preside over the hearing.

The Prime Directive prohibits Starfleet personnel and spacecraft from interfering in the normal development of any society, and mandates that any Starfleet vessel or crew member is expendable to prevent violation of this rule.

As the right of each sentient species to live in accordance with its normal cultural evolution is considered sacred, no Starfleet personnel may interfere with the normal and healthy development of alien life and culture. Such interference includes introducing superior knowledge, strength, or technology to a world whose society is incapable of handling such advantages wisely. Starfleet personnel may not violate this Prime Directive, even to save their lives and/or their ship, unless they are acting to right an earlier violation or accidental contamination of the said culture. This directive takes precedence over any and all other considerations and carries with it the highest moral obligation.

RP NARRATIVE

Evelyn Rieko looks around Cheryl's quarters. She has made sure she added a few nice touches with things she knows the Rear Admiral likes, a few plants and some art on the walls. She looks to Cheryl, "Rear Admiral Skinstad, I am so pleased you are able to join us, although I wish it was under more pleasant circumstances. It's been such a long time since I've seen you. How have you been? It has been a pleasure and a great responsibility for me becoming the CO of Durant. The last time you were here Vice Admiral Toocool was the CO and I was her XO, a lot has changed. Maybe we can spend some time together after this hearing is over. You're looking well. I hope your Quarters are satisfactory."

Cheryl Skinstad smiles at Evelyn, "I am quite well thank you. I have travelled a lot but now I am glad to be back home! My quarters look really welcoming. I wish I were here in different circumstances instead of listening to how the officers may have violated the prime directive." She quickly realises that she has not congratulated Evelyn on her promotion. She turns to Evelyn and smiles warmly. "By the way, congratulations on your promotion and I have been hearing that you are doing an excellent job."

Hal Jordan stepped into the hearing room and looked at the assembled Starfleet officers. Then he walked around the furniture and sat at the defense table. "Good morning, everyone. I'm glad to see that you all made it back from the caveman planet in one piece, and I look forward to reading all of your reports. The ones I've seen so far made it sound like an exciting time! I will be your 'advocate' this morning, or defense lawyer if that is a more familiar term."

Selina Otsuka nods to her XO. "Good morning Sir. I'm glad to hear that. Our detour to that M class planet seems to have some consequences." She shakes her head.

Sandra Lacrima sat in the hearing room with Lieutenant Colonel Mitchell, Lieutenant Otsuka and Ensign Ellsworth, all waiting for the hearing about the last mission and the suspected violation of the Prime Directive that seemed to have happened on the class M planet. Her gaze wandered around the room and despite her looking relaxed the way she sat in the chair, she was really nervous, as this was her first hearing ever. Never had she been accused of something serious. In her mind she recalled the events that took place on the search and rescue mission and she still thought that she hadn't done anything wrong. She shuddered as Captain Jordan's voice brought her attention back to the here and now. The way he was handling it gave her hope that this wasn't as serious as she thought. After Selina talked to him, she added in agitated fast words. "Morning Sir! Yes, or else we wouldn't be here, would we? Are we in trouble, Sir?“

Gunnar Ragnarsson presses the chime for the quarters the Captain is in, waits for the door to open and walks in, heading over to the Captain. "I apologize for interrupting you, but I have the patient reports for you Captain." He waits for her to acknowledge him and continues. "Everyone from the away team, including Ensigns Johnson and Torak, have been treated for radiation sickness. All have responded well to the treatment and can return to full duty except Ensign Torak. Ensign Torak is quite another deal. He suffered greatly from the crash and his time on the planet. His heart stopped multiple times, but was restarted thanks to the EMH. His brain injury was severe though, and required emergency surgery as soon as he was back onboard the ship. I've repaired most of the damage, but his status is still critical. He has some permanent brain damage. We won't know the extent of it until he wakes up though. For now I've got him in an induced coma to facilitate his healing. As far as Lieutenant Yamabushi, we're still working on coming up with a reason for what's causing his issues. He's still experiencing a wide variety of symptoms, including hallucinations, nausea, and vomiting. Some of his hallucinations involve members of the crew being different, having different duties, even different uniforms. I have reviewed Lieutenant Yamabushi's medical file and I see he is half El Aurian, which might explain what is happening. I believe he might be experiencing a condition called Af-Kelt, which is a form of time sickness. If I am correct, then the Lieutenant, and possibly the entire crew, have been through a temporal event immediately prior to my arrival on the Durant. I am going to have to run more tests to try and confirm this hypothesis."

Ginrai Yamabushi sits in sickbay, tapping on a PADD. In the background, music plays. Just then as if something was off key, he drops the PADD and puts his hands to his head. "Ahh..." he says, as the nausea, and feeling of separation began to happen again. He closes his eyes, and takes a deep breath, just as the music played again. He picks up the PADD, and continues typing.

Carol Ellsworth nods to the XO, turning a little to smile quietly to the audience. She was very nervous when she sat down and hearing the XO comment he was the advocate made her more nervous. The Admiral's presence made her forget part of what she wanted to say. "Good morning. Not everything went as planned, we discovered very interesting things and places, we had the opportunity to closely watch a tribal culture and..." She lowers her voice as she feels as if someone was looking at her. She lowers her eyes too and continues after a short silence "We had no option but to interfere too, as the reports show."

Zania Turner sat within the room, smiling at Cheryl to have her back with them. "It's really good to see you again, although I wish it was under better circumstances. I've been reading through the reports of what happened on the planet, and it doesn't seem like a fully cut and dry violation of the Prime Directive. There may be extraneous circumstances that may need to be considered."

Rieko walked over and opened the door when it chimed and Gunnar entered. She listened as he gave his report on the Ensigns that had been on the Class-M Planet and on Lieutenant Yamabushi. She nodded at him as he spoke, feeling very worried about Ensign Torak and Lieutenant Yamabushi. She said to him "Thank you for coming in to give me that report. Yes, I wanted it ASAP to find out how the officers are doing. It is good to know that most of the officers are all doing well now and can report back to duty, but I am very worried about Ensign Torak. Please keep me informed, if there is any change in his condition let me know. You being half Vulcan is a plus in this situation with Ensign Torak being Vulcan. Maybe something like a mind meld would help Ensign Torak at some point. I'm not fully versed in Vulcan culture and I am not a Medical Officer but that seems like it could be a helpful possibility. She ran her fingers through her hair thinking and then said, "Also, keep me informed of Lieutenant Yamabushi's condition. Yes, one of the other doctors also said he may have Af-Kelt. It seems Lieutenant Yamabushi has the symptoms, and even some of the non El-Auriens have been experiencing strange feelings that we were in a different time or different dimension. Keep me informed, Ensign Ragnarsson. You're dismissed." She then looked to Zania as she spoke, "Yes that's true Admiral, there is a lot to consider with what happened on the planet." She looked to Cheryl and Zania, and said, "Shall we go to the hearing room?"

Skinstad looks at the Fleet Captain and Rear Admiral seriously. "I have read the logs of the accused officers and yes, there is a lot to consider in the situation that occurred on the Class-M planet that they refer to as the Priki Planet. The tribe the officers interacted with was the Priki tribe. There was also one caveman from the Humi Tribe I recall. Yes, we all need to go to the Hearing Room. The wait must be hell for them." She stands and makes for the door with Evelyn.

Jordan: "Violating the Prime Directive is a very serious charge. That directive is also known as General Order 1, because it's the most important thing that should be on any Starfleet officer's mind when interacting with an alien culture. But as we all know from studies of Starfleet history, the Prime Directive is often more a guideline than a requirement, and if extenuating circumstances require it, Starfleet officers may use their own judgment to determine whether their actions constitute a violation. However, this judgment is subject to subsequent scrutiny. Second guessing is another term for that scrutiny, in my humble opinion. Anyway, this is not a disciplinary hearing, and everyone involved will be considered innocent until proven guilty. So, general questions to start the hearing. Did anyone provide equipment or technology to the planet's inhabitants? Did anyone identify themselves as members of Starfleet? Did anyone tell the natives that alien worlds exist? Did anyone interfere with the society on the planet?"

Otsuka looks to Sandra thoughtfully then to Colonel Mitchell and Ensign Ellsworth, recalling the events that took place which led her crewmates to this predicament. "I believe that given the dire situation that we were faced with, and that we took careful steps not to allow any of Starfleet's tech to alter the natives' natural development was the best that we could have done." Selina looks to Captain Jordan. "I could have landed the Hemmer shuttle in a more secluded area if the engines didn't burn out from that ion storm, So that's on me." Selina added, looking down to the grey carpet below.

Lacrima listened to Captain Jordan's reassuring words that made her relax back into her seat. After Selina spoke out, she addressed her first: "Listen, that was an accident, a failure of the shuttle, it was you who directed that shuttle to safety, you're all still alive, this could have ended so much worse if it wasn't for your flying skills!“ and placed a hand on her shoulder and turned to Captain Jordan. "Yes, I mean, we tried our best to not interact too much with the natives, but on your questions I can just state *No, No, No and No*… I mean none of us became their leader or god or something like that.. In my case I rarely ever spoke to them, my time there was the shortest and I mainly took care of the evacuation.“

Ragnarsson nods and says "Aye Captain, I will keep you informed." He turns and exits the quarters, heading for the turbolift and back to Sickbay to check on his patients. He considered the possibility of a mind meld with Torak as well, but he's not sure it would do any good. No matter how good the technology or the mental acuity of someone, some brain damage just can't be fixed. They had to be ready for the possibility that the damage to Torak's brain was severe enough for him to be medically discharged due to being unable to perform his duties. Gunnar hopes it doesn't come to that, but only time will tell. Ragnarsson exits the turbolift, walks into sickbay, and heads over to where Ginrai is. "Good morning Lieutenant. How are you feeling today?" He looks up at the biomonitor above Ginrai's head to look at the readings it is displaying for his patient.

Yamabushi puts his PADD down next to him as he lays back. He looked up with his hands interlocked behind his head. Boredom is in his eyes, as he looks at the Doctor as he returns to Sickbay. He grabs the PADD again, and looks at the duty roster. "Crewman Jones... Alpha Shift, Crewman Davies, Beta Shift..." gives a tisk, "I hate to break up the team like that." He sighs as he rolls his eyes, tapping the PADD on his left thigh then picks it up and reads a report, "Roberts... all sensor pallets are online...good... Sorval has fifty percent of all thermal variances...not bad.." He puts the PADD on his chest, as he rubs his temples and his face. The memory of those guys, so offensive. He was insubordinate there, but he's such a good guy here, such a team player. He looks up to respond to the Doctor. "Greetings,... am I able to return to active duty yet?" He thought, then tapped the PADD, "I've been going over the reports and there are some repairs that need to be worked on that need me."

Ellsworth is wearing the necklace Ahnee gave her for good luck. Her hands were moving constantly to get rid of the stress. The advocate's words were playing over and over in her head. Finally she breathed deeply "I didn't provide equipment or technology. I didn't say we were members of Starfleet. Not even the translator could decode their language, but they were starting to learn ours. We didn't say other worlds existed, but they know we came from the sky." She stopped for a moment and looked at Lieutenant Selina and Lieutenant Lacrima. "About interfering with society, well, that couldn't be avoided as we are talking about prehistoric people, they could associate us with other entities or religious beliefs, but I don't think they did." She paused again, thinking about Lieutenant Otsuka's words. "We landed where we could, our vision was blurry and the equipment wasn't working. It was an emergency landing. They saw us. I did interact with them, why? Because they got out of their shelter to help Lieutenant Colonel Elsa to find me, they were hurt because of that. I had to get that right, I helped them with natural medicine and used our knowledge for that and equipment to heal their wounds."

Jordan smiled reassuringly at the Starfleet officers. "So, a crash landing on the planet was the cause for First Contact. It's not like you had much choice, not like you went there on purpose for shore leave. The rescue shuttle was sent because the transporters couldn't be used. The natives had already seen a shuttlecraft, so seeing another one wasn't exactly startling for them. They don't know where you came from other than 'the sky,' so your appearance was simply unexplained. It seems to me that their society will continue as it was before, with possible mutations from the radiation but not dying out due to radiation poisoning."
