What we look at for promotions

A lot of people ask me fairly regularly what goes into a promotion.
Some people think that it is just the information that you put on the form.
This is what the Promotion Board end of the form looks like and underneath it are areas for each member to write their thoughts and give their final opinion.
In the TEAL is the basic information about the member, who put forward the promotion, and my name as the investigator.
In the GOLD goes the results of the investigation. Most of it is simple and found on your service jacket:
Promotion to Rank: The rank you are hoping to be promoted to
Months Active in Previous Rank: That is where we make sure you reach your Time In Grade requirement
SJ Up To Date: You, the member, are responsible to contact personnel if there are errors or omissions with the factual part of your service jacket (positions you hold, awards you received, etc.) or the Academy if courses are missing (remember, they don't get instantly added, so give them a chance to put them in).
Behaviour & Conduct : I only list OFFICIAL issues here that appear on your service jacket. That does not mean people won't discuss your demeanour, overall behaviour, etc. but my position limits me to just official issues on that part of the form.
Recommendations Submitted: There is a specific number of recommendations needed for each rank, I am confirming we have those here.
Regular Fleet Work: What do you do outside your shipboard activities? Do you have an official position? They get listed here.
Leadership: What examples of leadership are there? Are you an Assistant Chief? Do you help plot RP? Those get noted here.
Performance Evaluation: Has your CO or XO given a performance evaluation... basically do THEY appear in your recommendations with a full accounting of your role, demeanour, etc.
Awards Since Last Promotion: It is NOT necessary to have awards to be promoted, however as promotions are a THANK YOU for the work you do since your last promotion, it stands to reason that if your CO/XO/Peers give you citations, commendations, etc. throughout the time you are waiting to be promoted they will weigh into the overall decision. I do list awards from the Academy here as well.
Sample Forum Posts: Again, these are NOT necessary to be promoted but give a good understanding of other aspects of your activity for UFS, including duty reports and personal logs. These also give an indication of demeanour, ability to work with others, etc.
Finally, spots for any recommendations received to be copied.

As I had someone make statements about there being less promotions lately than usual, I wanted to give some of the statistical data that I have.
July 2021 had 7 Promotion Requests... 5 passed, 2 failed
July 2022 had 3 Promotion Requests... 2 passed, 1 failed
August 2021 had 1 Promotion Request... 1 passed
August 2022 had 1 Promotion Request... 1 passed
September 2021 had 6 Promotion Requests... 3 passed, 3 failed
September 2022 had 5 Promotion Requests... 4 passed, 1 failed
October 2021 had 5 Promotion Requests... 3 passed, 2 failed
October 2022 had 3 Promotion Requests... 3 passed, 0 failed.
In summation
July to October 2021 had 19 Promotion Requests, 12 passed, 7 failed.
July to October 2022 had 12 Promotion Requests, 10 passed, 2 failed.
There is literally a negligable change in promotions, but failures are WAY down.
July to October 2021 = 63% pass rate.
July to October 2022 = 83.3% pass rate.
If we keep it to the last three months, promotions are actually up...
August to October 2021 = 12 Promotion Requests, 7 passed, 5 failed. (58.3% Pass Rate)
August to October 2022 = 9 Promotion Requests, 8 passed, 1 failed. (89% Pass Rate)
July 2021 had 7 Promotion Requests... 5 passed, 2 failed
July 2022 had 3 Promotion Requests... 2 passed, 1 failed
August 2021 had 1 Promotion Request... 1 passed
August 2022 had 1 Promotion Request... 1 passed
September 2021 had 6 Promotion Requests... 3 passed, 3 failed

There has been some confusion as to which ranks are Junior, Senior, and Flag. I have created this Venn Diagram that both shows the groupings of ranks, as well as the basic requirements. I hope this helps.
Be advised that ranks of Captain and above require the Board to give their recommendation and then the Joint Chiefs to vote and decide on the promotion.

Just a friendly reminder to any member who is putting forward another member for promotion.
When we look at things that an individual has done in order to stand for promotion, we look at what they have achieved since their LAST promotion.
So if I have Commander Quick, and they were very active going from LTCMDR to CMDR, which happened back in January of 2022, lets say they had the following on their service jacket:
Order of Andorian, 1st Class: 211027
Order of Aether: 211030
Order of Betazed - 3rd Class: 211219
Order of Pacifica, 1st Class: 220120
BBCP Security Certification: 220725
The only thing they achieved after they were last promoted is the BBCP Security Certification, so that is what we look at as an accomplishment. The same is true for awards, positions held (just current ones are examined or those held since the last promotion) and any other achievements.
The idea is that we are always supposed to be pushing forward and improving ourselves and working to improve the group.
Now, having said that, it is still easier for someone in the Junior Officer field (ENS, LTjg, LT) to be promoted as they need to show less in terms of accomplishment than in the Senior Officer field (LTCMDR, CMDR, CAPT, FLTCAPT).
I hope that makes sense and clears some things up for those putting in promotion recommendations.
