Welcome to Taskforce Delphi! What follows is what is publicly known about the Telepathic Empire and the ongoing conflict. This information is available to all Starfleet personnel.
Task Force Commander/Story-teller: Captain Ulrich Bechir. Please direct all questions to him! This one is his creation.
History:
First Encountered Stardate 091003 by the original USS Shogun.
At that point known as the Telepathic Underground.
Asked for help against the Devore who were trying to take over that part of space.
Their psi powers were out of control, resulting in the death of one Shogun crew member.
Starfleet and the Federation ordered Shogun away to protect the crew and to avoid issues with the prime directive.
Unknown to Shogun, The Federation were also engaged in trade talks with the Devore, which ultimately failed.
The Telepathic Underground battled the Devore for decades, until ultimately driving the Devore out of their part of space in 210415.
The Federation had no contact with the Telepathic Underground again until 230201.
The Telepathic Underground rebranded themselves as the Telepathic Empire and started enslaving non-telepaths.
The T.E. decided to deal with the ones they felt were great betrayer, the Federation.
In the Present:
Federation trade vessels and a scout looking for said trade vessels started disappearing in 230115.
USS Shogun was launched early to investigate and were psionically attacked within the first few weeks of their investigations.
When captured, a member of the Telepathic Empire made it absolutely clear that the Empire would never look for peace with the Federation before using his own psionic powers to blow up his own head.
A colony world of a non-warp capable species was found completely depopulated, evidence confirms that all non-telepathic members of the society were taken and enslaved.
18 space stations with psionic emitters have been confirmed to exist, each emitter is pointed at Federation worlds or Federation allies. Their locations are still being scouted.
A fleet of 200 vessels has been amassed by the Telepathic Empire, half of them are small scouts but they have 25 very large ships as well.
The Telepathic Empire has an ally who remains unknown.
It has been discovered that said psionic emitters can not only cause great pain or death to psionic peoples, but also can influence them, perhaps placing them under control.
Their Most Dangerous Technology:
-The Telepathic Empire have found a way to amplify their psionic abilities greatly and they also work in concert.
- Psionic Amplifiers are common on all Telepathic Empire ships and can easily affect another vessel.
- Stations carry multiple, much larger versions capable of enveloping a stationary object such as a planet or a space station.
- These psionic amplifiers can cause hallucinations, illness, death, or for psionic/telepathically able people to be mentally compromised by the Telepathic Empire.
- If you are non-psionic/telepathic that is your greatest defense, although the Empire sees you as only fit to be a slave.
Our Defenses So Far:
USS Shogun has developed a psionic shield that is effective in keeping the psi-emitter influence out, however it draws an incredible amount of energy.
Certain things, such as warp engines, QSD, some weapons systems, etc. may not work when the psionic shield is active.
Pinastri HQ, USS Atlas, and USS Veracruz are all working on a way to see if a person is psionically compromised by the Telepathic Empire. There was a directive from HQ that the three duty stations pool their resources.
Various ships and stations are also working on trying to get help from the Romulans as well as several Kazon tribes. So far the known ones pursuing this mission and the closest sect/group to them:

Log entry:
Today we were briefed by Captain Bechir, both as CO of the USS Shogun-A and as Head of the Intelligence department, as to the affairs of the Telepathic Empire. The level of threat that they impose is quite clear. In addition, being a quarter Vulcan myself, I am taking these warnings quite seriously. In an effort to support security with their added level of safety and also to help prevent a panic, I have told my staff in the lab that a rather dangerous experiment is going on, and that we need to just maintain a level of security to match it. While I have not asked my staff to report any strange behavior, I have asked that everyone just maintain their normal routines. In my opinion, asking them to report unusual behavior will be counter productive. Implanting the idea that people might act strangely might cause them to see abnormal behavior, even where there is none. Also... we're the science department. We excel in strange behavior. Since I do not want to single anyone out, I have claimed that I'm the one running this high-security experiment. I do not have an experiment of this level running, but I would not want to burden anyone else with this cover. Plus, that would involve some level of disclosure. I cannot place that on my science crew.
So far I have nothing to report for unusual behavior. I have not noticed anyone acting weirder than usual. I will keep inform command if I should see anything suspicious.
Hopefully the attacks of the T.E. along with their psionic booster technology will be stopped before anyone on the ship is compromised. Anyone who can tangle with the Devore are a force to be reckoned with. I look forward to working with everyone to bring this to a swift (and safe) conclusion.

The following is Out of Character Information (OOC)
So after discussing it with ship and station COs/XOs and a few others:
The big finale for the Task Force will tentatively be on: Saturday, April 29th and start at 9:30am SLT (equal numbers of respondents seemed to want it to start at 9am and 10am, so this a compromise). This also gives us 30 minutes of wiggle room before the P&A Ceremony that day (an extra 30 minutes to finish off plot threads, get ready, etc.). The hope is then we can all attend the P&A Ceremony for April together!
Be advised that any Taskforce Delphi related plots running up until the big finale count for the Task Force Ribbon. So someone saying "Oh no! I can't be there for the finale! I don't get the ribbon!" is incorrect, they can earn it by taking part in any mission related to the task force that is run from the announcement of the Task Force until the finale.
So far USS Atlas, USS Veracruz, Pinastri HQ, SS Tranquility, and USS Shogun are either all actively engaged in long term Taskforce plotlines, or are planning them in the near future. Other ships and stations are discussing the possibility with their crew or looking at the viability as they are already running longstanding plotlines/arcs.
Other ships and stations are welcome to join in at any point in time.
It is also possible to join in on another ship's RP as a guest to earn the Task Force Delphi ribbon.
The idea is for everyone to have a good time and work together collaboratively and constructively.

Roleplay and Finding Solutions Collaboratively
Many of us are skilled roleplayers and we are used to working within our regular group or situation. Perhaps you’re on USS Floof with twelve other roleplayers and you’ve worked out a kind of pecking order or system when it comes to who does what and who suggests what. That’s great, but we all have to adjust when we deal with a larger roleplay. It also has been a couple years since UFS's last taskforce, so some people might be a little rusty. For many other people, this may be the first one they've ever taken part in.
People like to solve problems. We all want to be that person with all the answers and the magic bullet that gives all the solutions to a particular issue. The only problem is, magic bullets are boring and generally not realistic. Be careful of the following when you are engaged in group RP: In most instances it has nothing to do with nastiness, or selfishness, or pettiness, people who fall into these traps are often just excited, they want to contribute and they don’t necessarily think about the impacts. They also don’t necessarily see the reasons to work with someone else. We all probably had that high school group experience, where you ended up doing all the work anyway because your group was filled with idiots? Yeah, I think we all expect that. Remember, most of us are the nerds who hate group work because we ended up doing all the work. In theory, we should be able to work collaboratively and more equally together. Reach out, make your project a group project.
The exciting new weapon that engineering is coming up with? Maybe they should talk to someone in sciences to see if it is theoretically possible and what could help with the overall concept? Perhaps they can bring in Tactical and Intelligence as well just to see about how the weapon would work in a tactical deployment and if it breaks any treaties, agreements or causes any other issues with Federation allies.
Problem One: The Instasolver - Sometimes we have that one person who is so enthusiastic and so excited that when faced with a problem they technobabble it all by themselves and ‘fix’ it in seconds. This generally ends in poor fashion. The CO/XO (GM) has to make it not work to preserve the plotline that has now been derailed, or the roleplay ends up finishing far earlier than expected. In the first way the Instasolver is upset because they feel ignored and their idea rejected, in the second everyone in the group loses or a sudden new plotline needs to be constructed. In the case of a long term group RP, research, construction, etc. needs to take a longer period of time. Vulnerability is often part of the RP, otherwise it becomes rather pointless.
Instasolvers need to realise that no problem is solved overnight and although they may have a great idea on paper, it might be harder to actually enact. They also need to be pushed (or preferably push themselves) to work with others. In the case of group RPs, they need to reach out to other ships and stations. It actually can harm the RP to have something that works perfectly. There is joy in failure as it can help define your character, create texture, and redirect you.
The TV shows usually have 45 minutes (without adverts) to solve issues, we generally have weeks or months. Believe it or not, our timeline is more realistic than the TV shows...
Problem Two: Doin’ It Allers - Sometimes we get so excited that we start working all angles at once. We colour ourside of our departments and coopt other people’s jobs. We read about what another ship or station is doing, and liberally borrow their work to add to our own, killing their initiatives. These are like the instasolvers, but they actually end up running several projects at once. Again, nothing is ever solved quickly when it comes to tech or science. Take a deep breath and look at what would be reasonable for your character to specialize in and focus on that. If you are working on several projects at once in real life, you probably would have something fall apart. This is a realistic thing to do in RP as well.
In many instances COs/XOs have to refocus Doin’ It Allers and take tasks away from them an give them to others. Everyone has a right to be working on something and in some cases things must fail. It, again, is critical in group RP for coordination between various ships and stations. Having one or two people who always rush in and grab all the available projects also can have a negative effect on other RPers. Everyone needs to feel useful.
Problem Three: The Island - These folks won’t work with anyone no matter what. THey probably will only work on their own unless pushed to work with others on their own duty station. Getting them to work with others collaboratively in a larger group RP is like pulling teeth. These folks need to be pushed constantly to work with others.
COs/XOs always have to consider the largest number of people and engaging the bulk of their crew. Most will try to push different individuals to work collaboratively instead of allowing one person to remain an island. The other choice is to cut the island off from the mainland, and that’s no good either because in that instant that person is mostly left on their own, roleplaying by themselves, with the bulk of their work being ignored.
Problem Four: Mr./Ms/Mx Meh - This person is going to complain about everything no matter what. They don’t like the plotline, they don’t like the date things are done on, they don’t like the contexts, they don’t like who’s working on what. They tend to be negative of everything and anything they didn’t come up with on their own. The question for these people becomes, “Why are you taking part at all?” If anyone ever gets the answer to that one, let me know. They need to be somewhat tolerated but that doesn’t mean they can’t be corrected (and probably should be). This is not to say legitimate concerns shouldn’t be looked at, but we all know the people who always fault with everything and see everything pursued as totally devoid of joy, that is your Mr./Mx/Ms. Meh. Generally it is best off to ignore them unless they become disruptive or can harm the overall process, at that point they need to be more directly dealt with. Your CO/XO probably will deal with this, but sometimes it is nice as a Command Officer to have others support you. It is, however, a problem if your command officer is the Mr./Ms/Mx Meh.
Problem Five: Mr/Ms/Mx Perfect - This person never makes a mistake, they never screw anything up, they never say anything wrong, they never do anything wrong. When they make mistakes they don’t own their errors. Because they never admit to not being anything but perfect, they never grow. They also tend not to be overly popular and people avoid working with them.
Mistakes make the RP. Errors give us something to play off of. If everyone is always perfect, there is nothing to build on. Full on perfect is boring. Have you ever talked to someone who you perceived to be pretty much perfect? Didn’t they seem plastic, controlled, and boring? Probably they seemed pretty annoying too. Everyone screws up, embrace the screw ups and have your character learn from those mistakes.
In the end, I guess we need to make sure we're thoughtful of each other, we reach out to other ships and stations (even though we're not used to it), and collaborate. Let's give everyone a chance to contribute who wants to, in a meaningful way.

Problem Four: Mr./Ms/Mx Meh - This person is going to complain about everything no matter what. They don’t like the plotline, they don’t like the date things are done on, they don’t like the contexts, they don’t like who’s working on what. They tend to be negative of everything and anything they didn’t come up with on their own. The question for these people becomes, “Why are you taking part at all?” If anyone ever gets the answer to that one, let me know. They need to be somewhat tolerated but that doesn’t mean they can’t be corrected (and probably should be). This is not to say legitimate concerns shouldn’t be looked at, but we all know the people who always fault with everything and see everything pursued as totally devoid of joy, that is your Mr./Mx/Ms. Meh. Generally it is best off to ignore them unless they become disruptive or can harm the overall process, at that point they need to be more directly dealt with. Your CO/XO probably will deal with this, but sometimes it is nice as a Command Officer to have others support you. It is, however, a problem if your command officer is the Mr./Ms/Mx Meh.
Problem Five: Mr/Ms/Mx Perfect - This person never makes a mistake, they never screw anything up, they never say anything wrong, they never do anything wrong. When they make mistakes they don’t own their errors. Because they never admit to not being anything but perfect, they never grow. They also tend not to be overly popular and people avoid working with them.
Mistakes make the RP. Errors give us something to play off of. If everyone is always perfect, there is nothing to build on. Full on perfect is boring. Have you ever talked to someone who you perceived to be pretty much perfect? Didn’t they seem plastic, controlled, and boring? Probably they seemed pretty annoying too. Everyone screws up, embrace the screw ups and have your character learn from those mistakes.
In the end, I guess we need to make sure we're thoughtful of each other, we reach out to other ships and stations (even though we're not used to it), and collaborate. Let's give everyone a chance to contribute who wants to, in a meaningful way.

It will be faster if we can use the Federation and Kazon ships against the Romulans, so we will attempt as few losses of ships and telepathic members of the Federation as possible.

We have been regularly working our way through Telepathic Empire held systems looking for evidence of stations, ships and other goings on.
At roughly 0823, Tactical reported a ship’s energy signature. We diverted course to investigate and found a Kazon battle cruiser hanging in space and proceeded to Yellow Alert. After several attempts to hail them, to no avail, we scanned the vessel and found its weapons and shields inactive, several ships systems not fully functional, life support online, but no life signs present.
Captain Bechir left with a scouting team including LT Ragnarsson and ENS Quigley and found the crew of the Kazon ship butchered. After clearing the ship, an engineering team lead by ENS Savesh and a medical team lead by LCMDR Otsuka was brought over.
It was discovered that that the Kazon were Kazon-Ulgath who refused to do their Maje’s bidding, Maje Opola. The Maje had wanted this ship of Kazon-Ulgath to work with the Telepathic Empire and they refused, seeing a clear and present danger not just to themselves but to other beings in the Delta Quadrant. As punishment, the crew were murdered. Some were burned alive, others skinned alive, still others were just killed and left lying in their own blood.
After going through records, we have also discovered that the Telepathic Empire have found ways to affect non-telepaths. Mostly causing sickness, reading thoughts (as they always could) or causing people to freeze in place.
The barbarity is truly stunning int his case too, as was the heroism by the Kazon Captain in this case. The fact that a Kazon-Ulgath Captain was willing, with his crew, to rebel against his Maje because he felt what the Telepathic Empire and Maja Opola is doing is wrong is telling and something we must remember going forward.
In the end we extracted relevant information and removed useful supplies but left the ship. The warp drive was set to critical and left to explode, as is a common way of dealing with warriors within their culture, so they could burn with their ship.

I am deeply troubled by the recent agreement made by the Maje with the Telepathic Empire. As a Kazon, I have always believed in our right to self-determination and our ability to forge our own path in the galaxy. But now, with this alliance, I fear that we are compromising our values and selling our souls to a group of speciest and fascist aliens.
The Telepathic Empire's history of oppression and exploitation is well documented. Their use of telepathy as a means of control and manipulation is abhorrent to me, and I cannot fathom why the Maje would choose to align themselves with such a group.
Furthermore, the Telepathic Empire's views on non-telepathic species are clear. They believe that those who lack telepathic abilities are inferior and unworthy of respect or consideration. This goes against everything that the Kazon stand for, as we have always been a people who value strength and resourcefulness above all else.
I fear that this alliance will only lead to further conflict and instability in our region of space. The Telepathic Empire has made no secret of their desire to expand their influence, and I worry that they will use the Maje as a pawn in their schemes.

We have been declared traitors by Maje Opola and he has given the Telepathic Empire carte blanche to engage us, experiment on us, and destroy us. As a result we have engaged the Telepathic Empire in several battles over the past few weeks, and the outcome has been the same every time. We have lost each and every engagement, and I fear that we are outmatched and outgunned.
Their use of telepathy in battle is something that we have never encountered before. They are able to read our thoughts, anticipate our movements, and launch devastating attacks that leave us reeling. We have tried to counter their abilities with our own tactics and technology, but nothing seems to work.
In our most recent engagement, we suffered significant casualties. We were forced to retreat, and the Telepathic Empire pursued us relentlessly. It was only through a stroke of luck that we were able to evade them and hide for a time.
I am beginning to fear that we cannot win. We have decided to do the unthinkable and contact the Federation ship in the area, USS Shogun, to ask for help. The Telepathic Empire is a formidable foe, and their abilities make them almost invincible in battle. We must find a way to counter their telepathy.
I will continue to work with my fellow officers to develop new strategies and tactics, but the odds are not in our favor. The Telepathic Empire is a powerful enemy, and we must be cautious in our approach. We are under attack by the Telepathic Empire, and the situation is dire. They are using their telepathic powers to experiment on our crew members, and the results are horrific. They are burning some of our people alive, skinning others, and killing some outright. The rest are being subjected to a range of mental tests and weapons, all designed to test the limits of their abilities.
As a medic, I have never seen anything like this. The level of cruelty and sadism is beyond comprehension. Our people are being treated like lab rats, and there seems to be no end to their suffering.
The Telepathic Empire is using their mental powers to shut down parts of our crew's brains, making it impossible for us to mount any kind of effective defense. They are able to anticipate our every move, and their weapons are devastatingly effective. We are outnumbered and outmatched, and I fear that we will not be able to withstand much more of this.
I have seen firsthand the effects of their mental weapons on our people. Some are driven to madness, while others are left in a state of catatonia. It is a nightmare, and I can only imagine what other horrors they have in store for us.
We must find a way to break free from their control and mount a counterattack, or we risk losing everything. Our people are dying, and the Telepathic Empire shows no mercy. I can only pray that we find a way to survive this onslaught and emerge victorious.

Computer, classify log for Command/Intel level clearance.
Since the Atlas was one of the first Starfleet ships to come in direct contact with a Telepathic Empire operative, we have been deeply involved with preventing this from becoming a full on crisis. There were rumors that certain Kazon might be involved, so we set out to track down the Kazon Edozuk. It was confirmed before we found them that the Kazon Uglath had allied themselves with the Telepathic Empire and it became our mission to find the Edozuk and convince them to join the fight against the Telepaths and the Uglath, no small feat considering our previous encounters with the Edozuk.
We tracked a water freighter from system Tau 34 to an unassuming system with a magnetite-rich asteroid field. The freighter delivered the water to an Edozuk supply ship, and we followed them back to their main flotilla. Using the one advantage we had, surprise, we made for the command ship, disabled her shields, and abducted First Maje Vogark and had him beamed directly to the holodeck.
I was waiting there for him with Ens. Robotboy from Security in a simulation of Zurich, Switzerland’s international airport on the day that World War 3 started. After explaining Switzerland’s previous insistence on neutrality and desire to be left alone, I played the program forward and Maje Vogark watched as Zurich was leveled by a nuclear strike. I told him that he could remain neutral and risk a similar fate, or stand and fight. He chose to join us in an uneasy alliance.
A Telepathic Empire destroyer has somehow found us and is on an intercept course. Our next goal is to make sure the Edozuk can evacuate safely. Hopefully this psionic shield prototype holds….

We are currently being chased by several Telepathic Empire and Kazon-Ulgath ships. They are jamming our communications. Our Quantum Slipstream Drive is offline and we are doing our best at the fastest warp available to us to get back to Pinastri.
Following information given to us by FIrst Maje Yonit of the Kazon-Hobii, we managed to find a facility that the Telepathic Empire were using to plan their military campaign. We have what we believe are their final plan of attack and are working to decipher it right now. We have tried repeatedly to get this information out, but are blocked. As a result we are trying to make a run for Pinastri to deliver it ((in other words you can see it but in character you can't see it)).
The crew worked out a way to send decoys out to draw away ships form the station, which turned out to be active torpedoes… which the ships chased. At the same time LTCMDR Otsuka and ENS Green entered the station and extracted the battle plan.
We managed to get tagged by attack a couple times, but we are doing the best we can to alert the fleet.

New Developments - Task Force Delphi
1) Aspects of the psionic shields have been improved, but they still need to be tailored to individual ship configurations. Each ship currently utilizing them are limited to warp 8 and loses one 'special' aspect of their ship when it is activated. If the shield is deactivated, the ship operates normally but is open to psionic attacks. With updates sent into fleet, the ships can manage warp 8.5.
2) A serum has been developed but not fully tested, that at least partially blocks the psionic attacks. It seems fairly effective on Vulcans but as already stated it has not been fully tested. This item is injectable and the formula for it has been sent out to all ships in the fleet.
3) Battle plans for Saturday are being formulated and will be released at 0900hrs SLT, they involve every active ship in the fleet (some PC ships aren't able to take part, they'll still be listed, just assume NPC ships will pick up the task force if they can't be there). These were formulated after the Telepathic Empire battle plans were stolen and formulated. The video for this is here:
As already stated the battle plans go online (everyone can view them) at 0900hrs SLT on April 25th (today). A countdown will start ONE MINUTE beforehand for this video, but it is locked (really, I'm not kidding, it won't be active unitl 0859am, check if you like) until it premieres.
4) Be sure to assemble with your ship/station or the ship/station you are taking part with on Saturday. Being there a little bit early is wise so your CO and XO can fully arrange and utilize people. The action will take place on your home sim (thanks to Quertie's amazing communication innovation) and be coordinated by a communications liaison (each CO/XO should choose someone). The start time for the task force on SATURDAY, APRIL 29th is 9:30 SLT, you should probably try and get there at 9:15 SLT or make arrangements with your CO/XO if you will be late.

The following information is 'In Character' information.
Intelligence has been brought to light that six separate transmitting stations have been created covertly by the Telepathic Empire. They are small, lightly outfitted, but contain tech that allows all the stations to link up creating a kill zone in the center that will murder all non-telepathic peoples within the boundaries and enslave all telepathic peoples. This is the ‘final solution’ to the non-telepathic problem being brought about by the Telepathic Empire after fighting off the Devore for decades and finally vanquishing them.
These stations must be destroyed.
However, each station is guarded by a flotilla of Telepathic Empire ships (as per briefing) and Kazon-Ulgath vessels. The Kazon-Ulgath vessels have been slightly upgraded due to their alliance with the Telepathic Empire. Telepathic Empire ships are quick and supports some dangerous weaponry but no torpedo systems above photon as their common battle plan is to sneak up and take over ships telepathically.
For this operation, your telepathic shields will be important, but do remember they negatively affect some other ship systems (this is your choice, USS Shogun lost their special weapon, the EPS Shear, warp above 8.5 and QSD when the psionic shields are activated).
With your team, you must defeat the flotilla guarding the transmitting station in any way you deem necessary.
You will arrive at your destination at 0930 SLT.
The Telepathic Empire stations will link up and destroy all non-telepathic life in their kill zone at 1130 SLT if you are not successful.
The following is OOC:
1.All ships should try and keep somewhat in contact with the rest of the fleet. It would be best to designate one person in charge of communication (that you relay information through) on your ship. Comms is probably best.
2.The mission is your own, every CO, XO and crew have their own unique way of dealing with issues and that should be highlighted in this instance. As long as you remember you have two hours of RP, how you get to the end doesn’t much matter.
3.Information and lore on the Telepathic Empire is available in the Forums and on Youtube. Please use the information to flesh out their tech, behaviours, etc.
4.All Kazon tribes are slightly different. The Kazon-Ulgath are traditionalists who dislike outsiders, making their work with the Telepathic Empire strange. They are an extremely conservative sect. Other Kazons are working with us as allies. You can find more information about the Kazon on the LCARs, as it is up to date with the Kazon tribes being used.
5.If your crew goes to the transmitter to check it out, remember that the tech is fairly stripped down inside. You can add things if you wish to it to make it more impressive.
6.Your group’s transmitter must eventually be destroyed, by 1130 SLT. The Roleplay must end more or less on time, as we have the Promotions and Awards Ceremony at 1200 hours. Hopefully this will be an excellent chance for your WHOLE CREW to go together to the ceremony.
7.PLEASE WORK COOPERATIVELY with the rest of the fleet. No ship is in charge of anything, no station runs the show. We all have autonomy in our area but we still should try to work with each other pleasantly and cooperatively.
